the question should be have local unions run soft or have expensive lawyers taken over?

I am a local 28 sheetmetal worker,I.A. Member and like so many of my brothers and some sisters we look for work on our own,We also put ourself on this work referral hall system where parity doesn't exist and members get bypassed due to very expensive lawyers that are running the big show that have taken over paid by the members of local #28.I don't know if any other local unions have this problem?
